1 Cabinet Member Introductions
Councillor Mike Evemy - 0:00:00
Councillor Mike Evemy - 0:00:00
Good afternoon and welcome to this individual decision -maker meeting, Cotswold District Council. My name is Mike Efame. I am the Deputy Leader, Cabinet Member for Finance and Transformation.
And we'll be making the decision this afternoon.
I'll ask individuals in the meeting to introduce themselves as and when they speak for the first time.
So we will move on to Item 2, which is declarations of interest.
Do any members, anybody present have any interest to declare?
We don't.
So we'll move then to Item 3.
And I will pass over to John Deering, who will introduce himself and then provide an
overview of the report.
Over to you, John.
Councillor Dilys Neill - 0:00:53
Thank you. John Deering, Interim Executive Director with Publica. So we've got quite a brief report before us, so the main decision is around the 20th.
Councillor Mike Evemy - 0:01:11
So we're just having to adjust, because as you might have noticed, John isn't Councillor Dillis -Neill.So we're just resetting the microphone and I think he's going to restart his presentation.
Over to you, John.
Officer - 0:01:24
Okay.Officer - 0:01:27
Thank you, Nicky. So, yeah, I'm John Deere, Interim Executive Director.
The report we've got for us today is quite a brief one.
On the main decision around the 2024 -2025 funding was made towards the end of last year.
3 Officer Overview of the Report
This is just an additional request around to further new projects.
So the tourism levy in Bougham Water was introduced in 2021 with a 50 pence additional charge
onto every parking session purchased during the year.
As I said the decision around most of the funding was made in September last year.
There's around £12 ,000 left in this financial year.
And there are two requests, one for the replacement of some railings on the...
What's the name of the bridge?
It's the... George Moore.
George Moore, that's the one, thank you.
So that's an estimated cost of £2280 is the quote that the parish council have had.
And then the second item of expenditure that they're requesting is around first responder
kit.
So the ambulance service have trained somebody, trained a local person to be the first responder
in Borton on the Water, but the kit associated with that is not provided by the ambulance
service or the NHS, so that comes in at a cost of 3 ,000.
That's an estimated cost of 3 ,000, so totaling £5 ,280.
I don't think I've got anything else to say on that,
quite brief.
Dr. John Mascarin.
Councillor Mike Evemy - 0:03:17
Thank you, John.So site clarification on the protocol for this time, updated.
So now we're going to go to confirmation of comments
received by yourself or democratic services.
So I'm looking over at Committee Clerk here whether we've had any comments on this paper.
Nickie Mackenzie-Daste, Officer - 0:03:39
Hi, Nicky Mackenzie, Senior Dem Services Officer. We've received no comments on this paper.
Councillor Mike Evemy - 0:03:45
Thank you, Nicky. And I'm looking at John, assuming that we haven't had anything other than obviously you were in discussion with the Parish Council.
We have not received anything further than that.
Officer - 0:03:57
Councillor Mike Evemy - 0:03:58
Okay, before I go to, the next item is questions from members of the public, which there arenone present.
4 Confirmation of Comments
So I'm just going to give the opportunity to the Deputy Chief Executive to ask whether
he has any questions or whether he has any points he wishes to raise before I make any
questions in the decision.
Thank you.
David Stanley, Deputy CEO - 0:04:29
Just one point around the decision, and noted in paragraph 3 .2, and the name of the bridge,
George Moore Bridge.
Based on my Google research at lunchtime,
it might be referred to as New Bridge, in brackets,
Moore Bridge with an E, which was constructed in 1911
by George Frederick Moore.
So just for clarification purposes,
I assume that's the bridge that's being referred to,
not Borton Bridge, Mill Bridge, High Bridge,
Pains Bridge or Coronation Bridge.
Councillor Mike Evemy - 0:05:02
I don't know if we can, looking at John, with his detailed knowledge of Borton on the water,
whether you can confirm that that is correct.
That is the bridge we're talking about, yes.
Officer - 0:05:13
Thank you, David.Councillor Mike Evemy - 0:05:15
You weren't with us when I said,so can you now introduce yourself for the purposes
of this meeting. Yes, David Sandley, Deputy Chief Executive and the
David Stanley, Deputy CEO - 0:05:26
Council's Chief Finance6 Cabinet Member Questions
Councillor Mike Evemy - 0:05:31
Officer. Thank you, David. So we get to part six on the agenda. So this is questions fromif I have any questions to ask. I think the only thing I have is to clarify. I think John,
you may have slightly misremembered when you said we took the decision in
September. It may well have been you worked on it in September but actually
the meeting to decide the spending was done as it says in here in 7th of
November. So I know we were working on it for some time before so essentially what
we're the decision I'm going to take in a minute is supplemental to the one that
that we took in November and it enables us to spend more of the 2024 -25 receipts on projects
in the village. So I don't think I have any further clarifications or questions so we'll
7 Decision
to 7 so it's my decision and my decision is to agree the recommendations to
approve the funding for the replacement of the George Moore bridge railings or
new bridge brackets George Moore bridge but that the bridge there in Borton on
the water and to approve the funding for the first responder kit that's showing
in both the recommendations on page 5 and also listed out in Paris 4 .1. The detail,
the numbers, the quotes are in 4 .1 and so we're anticipating the total cost of
those being just under £5 ,300 and we estimate there's a further
£12 ,000 remaining from the budgeted income we're expecting for
financial year and also I'm going to agree it's not in the recommendations
but it's in the report in 4 .2 that the additional expenditure is delegated to
David as our Deputy Chief Executive in consultation with myself just in case
the project costs fluctuate a little bit and we don't need to come back to make a
make a further decision. So I'm going to agree those recommendations and the
reason for my decision is to enable the use of further funds, projected funds,
raised by the tourism levy in our car park there in Boulton on the Water to
support these two projects which will benefit both in this case both the
residents and the visitors to the village it will obviously improve the
bridge and also replacing the railings and obviously will by providing a first
responder kit so thing we hope is not going to need to be used very often but
it's very important that it is there and given the number of visitors that come
to the village. I anticipate that it probably will be a very valuable addition to support
the work there with the number of visitors particularly coming to the village and also
be of benefit to the residents. So I think both the proposals will both enhance the village
and benefit both the residents and the visitors and that's the reason I'm agreeing that they
should those decision that these funds should be made available to those two
projects. I think that's it so thank you very much everybody meeting closed.
