Well, good morning and welcome to today's cabinet member decision making meeting.
My name is Councillor Paul Hodgkinson and I'm cabinet member for health culture and
the visitor experience.
With me in the chamber today I have three officers.
Fiona Woodhouse, who's parking projects and contracts officer.
Susan Hughes, whose title is?
Business Manager, okay. And finally Julia Gibson, Democratic Services Officer.
So the meeting is being streamed live to the Council's website and all of the meeting papers are also available to view on the Council's website.
So if I can ask you to please ensure that microphones are only switched on when you're speaking.
And also if you have mobile phones to be switched off or put on to silent mode.
So today's meeting is to reach a decision about a variation to the Council's off -street parking order for the Chippings car park in Tethbury.
That's why we're here.
So first of all, do we have any apologies? No apologies. Okay.
Any declarations of interest that anyone has to declare? No? Okay.
So I'll swiftly move on to then to ask Fiona to run through the report please.

Thank you. So decision was made on the fees and charges back in beginning of
February for Cotswold District Council's fees and charges in our car parks and
sadly we admitted to put the chippings into that report as we believed it sat
outside of the council's decision -making process as the chippings and tech reset
those fees. We were advised by legal that we do need to ratify those fees and
charges from the 1st of April and we can have this meeting and they can go ahead
on the 1st of April pending your decision. So they were 60p for one hour
£1 .50 for two hours and £2 for three hours, that's what they currently are.
And the proposal from the chippings is they go up to £1 for one hour,
£2 for two hours and £3 for three hours.

Thank you. So we haven't had any, as far as I'm aware, we haven't had any members
of the public or anyone making any representations or questions. Okay so we're
case will go on to me then asking some questions so thanks for running us
through that just just in terms of those listening now and on catch up when they
do could you just run through the relationship between Cotswold District
Council and the FIA fees because it's not us actually we manage the car park
don't we but it's actually the FIA fees who own the car park is that correct?

The fee of fees is a charity based in Tethbury and they support various local projects within
the town.
So the money from the paint display machines goes to support those local charities.
They haven't put the charges up for many years and they feel that due to now the ongoing
I'm going to say cost of living crisis, is the right word, and everything's going up
and they'd like to support these charities going forward and continue to support them.

This is a question you may not be able to answer, but I'm sure you could come back with
an answer or something.
Do we know which charities they do support?

Not specifically, it's not necessarily it's schools, charities and sports clubs within the town.
So that's various organisations.

All right, okay. And obviously you've run through the charges.
So it's rising from 60p to one pound for an hour.
£1 .50 to £2 for two hours, £2 to £3 for three hours, isn't it?
These are quite big increases, so you've just clarified that these charges haven't gone
up for some considerable time.
Obviously also, in contrast to our own decision this budget period, in last month's budget,
the council voted at our recommendation as an administration to freeze half hour and
charges so they're not doing that for a different reason isn't it okay fine all
right I don't have any more questions so therefore we'll move on to item seven on
the agenda which is whether I confirm the decision by accepting or take a
different view or decide to refer the decision to the cabinet I'm perfectly
happy to accept your recommendation today on the basis that obviously the
FIA fees have decided to make those increases which are separate to our own charging structure,
isn't it?
