The report details the proposed revisions of the Council Statement Principles, knownas a gambling act 2005 based on legislative requirements, statutory guidance and any amendments
following the public consultation. Before determining its policy, the authority is required
to consult with the police, persons who represent the interests of gambling businesses and those
who represent the interests of persons who are likely to be affected by gambling businesses.
The draft statement of principles have been subject to a six -week consultation and that
closed on 25 October. There were no responses to that consultation to bring to you today.
Under section 116 of the Act, the licensing authority is empowered, if they wish, to make
no casino resolution. This means that at this time the Council does not wish to have a casino
in its area. This decision has to be reviewed every three years. Full Council resolved not
to issue licences to casinos in 2006. This decision was renewed at meetings in 2009,
2012 2015 and 2022 so as a recommendation what we're asking is that committee
approved to approve the statement of principles to full council and also that
the council continues to adopt a no casino resolution for inclusions in the
published gambling act 2005 licensing policy statement. Thank you chair. Okay

Actually, Chair, if I may, in that paragraph as a whole, it looks like there needs to besome sort of shuffle because we get where concerns do exist, perhaps prompted by new
or existing risks.

2005 -2021 set out in the measures the licensee has
in place to address specific concerns.
And I wondered whether the phrase

So an adult gaming centre, obviously there is an age provision in place and they won't
be able to access that directly from another licensed gambling premises so it would need
to have its own court and board.

premises so it would have its own boundary too.
Mark, maybe this will help. If you go into motorway services you see fruit machines all
lined up and they've got a barrier and it says over 18s only so that would I imagine

It would be input from legal and normally frivolous or vexatious will often be repeated comments from one individual
as opposed to it being from multiple people giving us a foundation to base it on.
But it would be legal who would advise on that.
