Welcome to Cotswold District Council's Cabinet Member
for Finance Decision Meeting.
My name is Patrick Coleman.
I'm the Cabinet Member for Finance and the Councillor
for Stratton Ward in Syrinsester.
I will welcome the public, but we have none,
and I'll introduce the participants.

Councillor Patrick Colman, I'm cabinet member for finance and we've had our
introductions and this meeting is being streamed live to the Council's website.
All of the meeting papers except the confidential part are available to view
on the Council's website. Today's meeting is to consider one new and one renewal
application for a discretionary rate relief submitted under section 47
of the local government finance act 1988.
The new application is for I think the financial year 2526 and the renewal is for 2627
or is it the other way around?
That's my first question.

So as you say, it's an application
for the same business for both 25 and 26.
The new application is for the 25 -26 year and the renewal is
of that new application for the 26 -27 year.

The agenda has been published in advance and I note
that certain items fall under part to exempt information.
In accordance with the Local Government Act 1972 Schedule 12A,
those items will therefore be considered in private session.
I should actually say that it's paragraph 3 of Schedule 12A.
At the appropriate point in the agenda, the meeting will move
into closed session and any members of the press
or public present will be asked to withdraw
and we will cease broadcasting publicly.
I think we've got no declarations of it.
I'm working with two scripts here, you see.
This has got me mixed up, but anyway.
The same organisation therefore is involved in both applications.
It is the Cotswold Conservation Board.
So I think I'll go to Agenda Item 4, which is Officer Overview of the Report.

Hello. So as you have said, the application is for a discretionary relief.
The council can use its discretion to grant relief for charitable organisations
and also not -for -profit organisations,
which the Cotswold Conservation Board are.
So this is to look at a new application
for the time that they were liable for the business rates
on this property in 25 -26 financial year,
and also to renew the same application
for the 26 -27 year.
So we have looked at their finances and the situation,
and therefore it is for you to now decide whether or not you wish to grant the level of relief which is recommended.
