your microphone. And my second point is for public speakers to be concise and to
the point, but it doesn't appear we have any public speakers, so I will go on from
there. Before we get to the application itself, I'd like to outline the four
objectives that this panel will be deciding on today. That is the prevention
of crime and disorder, public safety, the prevention of public nuisance and the
protection of children from harm

Thank you chairGood afternoon, everyone. This is an application for a new premises licence for the Campovin Co
limited
located at the playing field, the avenue, Broughton on the water, Gloucestershire.
The activities applied are the opening times are 11 .30am to 7pm and the sale of alcohol between the hours of 12 noon and 7pm on sales only.
The applicant has applied for the dates of the 22nd July to the 31st August.
No representations have been received from responsible authorities.
The police and the applicant have agreed on conditions which are in Annex B.
All other representations can be found in Annex D.
The Cotswold District Council Statement of Licencing Policy 2021 -2025 is to be reviewed and updated every five years.
This is currently in progress and until the publication the current policy remains in place to guide the process.
The Licencing Authority will only apply terms and conditions to licences to promote one or more of the licencing objectives
and ensure that they are relevant to the individual circumstances of the application.
They include prevention of crime and disorder, public safety, prevention of public nuisance,
protection of children from harm.
The licencing authority will always seek to ensure that conditions are necessary, proportionate
and reasonable and will avoid the use of conditions which duplicate other legal requirements that
apply to an employer or operator of the premises.
The licencing authority will consider every application on its individual merits, will seek to balance the needs of the local community and commercial premises and activities against those who may be concerned about the adverse impacts for licenced premises.
The options for the consideration by the subcommittee are to grant the application as requested,
to grant the application subject to conditions that are necessary to promote the licencing
objectives, refuse the application in whole or in part where it is necessary to promote
the licencing objectives.

I run a company called Campavant Co Ltd and have done so for the past 13 years.
I was a resident of Broughton on the Water for nearly a decade.
I sat on the parish council for a spell.
My head of staffing resides in Broughton on the Water.
My head of tech and operations resides in Bourn on the water and part of the application is to have some street food
Which is an award -winning street food company started by one of the former pupils of the Cotswolds schools, so
Associations to the local area and the parish are very strong
The event in its of itself is a very nice lovely event that we're looking to put forward
We've run it for the past three summers in Cheltenham.
It's called Feast on the Farm because it was started on Hunting Bucks Farm.
And I'll be honest, it's probably the only thing that I've ever been involved in that's been completely universally praised.
We haven't had a single complaint from any member of the public or any officers of any institution in those three years.
It's very much a community focused, family friendly, low key, lovely English summertime event.
And that's what we're looking to recreate in Totalis in Born on the Water.
I first presented the plan to the headmaster of the Cotswolds school.
He liked the idea. It's based on the school playing fields during the summer holidays.
They use some of those playing fields as car parking so it'd be an opportunity to
generate some more funds for the school. There is a commercial arrangement in
place where it's going to be fundraising for the school and also some elements of
fundraising for two local charities as well. I was then invited back to meet the
senior leadership team to see if they had any objections or any kind of
further questions. Again universally accepted and was very much welcomed by
them and I was invited to present to the Board of Governors and received no
objections from anybody on the Board of Governors either. The event will look
like a it's a traditional rope and pole marquee with some seating, a cafe
container which will also be doing some hot food and hot drinks, a small 10 -foot
bar container which will be a bar and then the street food unit from Brisket
which I say was founded by Cotswold School pupil.
The product line and everything
is gonna be very locally centric.
So we'll be serving Hawkeston products
from less than half a mile away.
The Cotswold distillery and Copper Lion distillery,
they're both local and we'll be supplying
some of our spirits and then Benson's fruit juices,
which again was founded in Sherborne, just up the road.
They're gonna have a presence there as well,
as well as their chilli Billy ice lollies.
So it's, again, I'm aware of the village, I'm aware of the community, and we're not looking to do anything negative in any way, shape or form.
I'm looking to put on a positive event which will be positive for everybody involved, all stakeholders, the community, visitors, the school and ourselves.
We will have some mini golf holes laid out and then there's some children's games and such like,
but there's nothing, there's no, well we're not applying for any live music, we're not looking to have parties late into the night,
we're doing it at seven o 'clock when the car park's going to close, so it can just be an addition to the product.
If anything I see it as complimenting the village and the stress points that it's suffering.
I think everybody is very much aware of those and the stress points are very at the front of a lot of people's minds and they're going to be causing issue.
However, I don't view this as going to be bringing any additional foot traffic or car traffic into the village.
It's going to give somewhere residents can have a little bit peaceful away from the village centre.
they can come, they can bring their families, they can have a long dwell time, that's what they're
all about. They'll be have some local food, local drinks and somewhere they can sit and their
children can play safely. And then take a little bit of the sting out of the village centre as well
potentially. If some of the car parkers see it, want to use it, so then there's not going to be
quite the level of pressure within the village centre, which again is cause for much consternation
and I understand that. Having served on the parish council, it was a problem then, it's a problem now.
But this isn't, I'm not looking to drag thousands of more coach parties in. We're just looking to
put something complimentary on, which is a lovely thing for the community. I think that pretty much

At any one time, the site is probably going to be limited to 200 people maximum.That's including seating, which is provided for approaching that number, but not quite.
but the space is suitable for people to take picnic blankets and that sort of thing.
We have a box of blankets which we'll be providing and then there's the games
areas and all that sort of thing but it won't be, I think, honestly I think 200 is
kind of a very conservative estimate it won't get anywhere close to that.
It's just we've had in Cheltenham as I said we have probably maxed out at 120
140 people and it's just been a really lovely environment for everybody involved.

fully appreciate that it's not a direct concern of the licencing but what do you

that's really easy answer because we we have this because so we'll be pickingall the litter up ourselves we've got bins on site and then the school will
a contract with a local processor which they're not really using during the summer holidays but
they still have to pay for so I'm contributing towards their waste bill and we'll have the big
1100 litre bins which we can use and separate food waste and recycling and such like but we'll have
our own smaller bins as well which we'll be then putting into those. The site's contained so we'll
be picking up everything it's not going to be overflowing like the village centre which isn't
So our responsibility will be very much focused.
And again, we want everybody to sing our praises
and make our lives easier.
So we're gonna look to do a really good job,
make sure it's really well looked after.
And then it's nice and easy for future as well.

professional point of view, dealing with the school it's their land and we have absolutely no
intention of ever doing it outside of those summer holidays school term dates.

earliest break -up date might be to the latest start date but we work within
only the two of the school holidays.

There'll be strong focuses on all the licencing objectives. We've got an alcohol
management plan in place. I can't see any reason there will be any form of crime,
any issues of safety, any form of nuisance or any form of harm to anybody.
We've worked with the police to add a thing on the child protection side of things and we have to take it very seriously
on running it within the framework of the licencing application.

4 Application for New Premises Licence
So under the Licencing Act of 2003, its application for a new licence, the premises is Campervan,
the licencing subcommittee on the 14th of the 7th, 2026.
In arriving at our decision, the subcommittee took into account the requirements to promote
the four licencing objectives. The subcommittee also took into account relevant representation
from the parish council residents and the relevant authorities. In addition, the subcommittee
also had regard to the statutory guidance under section 182 of the Licencing Act 2003
and the Authority Statements of Licencing Policy.
Taking all of these into account, the subcommittee decided to grant the premises licence for
these activities.
This is between the 10th of July and the 10th of September and from 12 noon to 7pm, seven
days a week.
Subject to the following conditions, the mandatory conditions of the Licencing Act 2003, proposed
conditions by the police and we have one additional condition. The applicant only operate when
the Cotswolds School is in summer recess as defined by the Cotswolds Schools' publicly
published dates. For the avoidance of doubt, alcohol may not be sold on term time insect
days. And the reasons for our decision is that we are satisfied that the application
does not significantly impact on the four objectives set out in the Licencing Act of
2003. Appeal and review rights. People who may wish to appeal are reminded that there
are rights to appeal against a licencing authority's decision pursuant to the Licencing Act of
2003. An appeal must be made through the Magistrate's Court within 21 days of notification of the
procedures contained in the Licencing Act 2003 relating to the review of the premises licence.
You will be aware that this provision permits nearby residents or businesses or responsible
authorities to apply for a review of the premises licence where problems with crime and disorder, public safety, public
nuisance and the protection of children from harm are occurring.
