Moving on to the minutes. Does anyone have any comments on the minutes? I did notice
one typo on page 11. Sorry, I should have raised this before. Under members' questions
on page 11 it says the Stone Barn qualified conversion under Paraigarh 84 is a non -designated
charity asset. Which should be heritage asset. I can see that the spell cheque jumped in there.
A little bit of a gremlin. Anyone else notice anything that they would like to mention?

5 Chair's Announcements

Moving rapidly onto Chair's announcement, Harrison has kindly agreed after this, when
we are no longer webcasting, that he will give us a briefing on a couple of appeals
which have come up recently. That will be a short briefing after this meeting. There
will also be some further member training. We've got some new members who have not done
the training, but everyone will be welcome to come to some further member training, which

Schedule of Applications

Do we have any member questions? Great. So we'll move rapidly on to the schedule of applications.
So we just have one application before us now, which is to replace five windows on the
front elevation with a single glaze, timber windows,
and old farmhouse Preston, Cirencester.
The applicant is Mrs. Lisa Spivey.
The case officer is Charlotte Bowles Lewis.

and it's been referred to committee
because Councillor Spivey is an elected member
of this council.

Thank you very much chair. In terms of the application site it's one which you
may have sound familiar it's a site that we looked back in 2021 for replacement
windows which didn't include the front elevation so the applicant has come back
now to replace these with single glazed timber windows. The old farmhouse
is grade two listed and it's also in the Preston conservation area and there's a
map there you can see the outline as a building highlighted. In terms of the
windows it's the five to the principal elevation these are modern replacement
windows approximately 40 years old and were added prior to the building being
listed in 1986. And we have some elevations. At the side elevations these
were consented in 2021 for replacement windows and this is just an internal
view of the casement windows to the ground floor which also includes
shutters but those will remain in situ. And the proposal is to replace on a
like -for -like basis. So the existing windows will be single glazed, they'll follow the
same proportions of the windows and the glazing bar detail with a through
traditional detail that will be puttied. So we're replicating the details that
have previously been noted and this follows Historic England guidance in
terms of window replacement. So they have four categories which we now look at
we're assessing windows and this follows section two where it says where historic
windows have already been replaced with windows whose designs follow historic
patterns these make a positive contribution to the significance of the
listed building. Where they do they should be either retained and repaired
where possible or if beyond repair they should be replaced with accurate copies
which is happening in this instance. So the windows will follow the architectural
form of the historic building they'll be painted and constructed in hardwood
timber which accords with council guidelines and we now condition the use
of a sustainable hardwood timber as well as part of the application. The
application has been recommended for permission and I don't know if anyone

Could you just go back to the front elevation of the proposed windows?
No, not that one, the next one.

The question I have is, I think, maybe you're wrong, is that drawing the same drawing that
is on the papers? The reason I ask the question is the roof bars on the current windows across
the middle are much thinner than the, I don't know what they call them, but the uprights.
and to me that looks like on that drawing that the cross bits, to a better expression,
are the same width as the bars, the crossbars are the same width as the bars going down,
or is that just some optical illusion? Are we replicating what's there at the moment,
which has thick uprights and quite thin bits across, or that to me looks like the uprights
and the down bars are the same size.

And the second question is,
one of the things that you put in your report talked about,
I can't remember the detail,
about making sure that we... to do with climate change and energy efficiency.
The windows that have been replaced elsewhere on the side elevations were very...
they're double glazed, okay, but these are single glazed, yeah?
I just asked the question logically why, if you can get a double glazed window
that looks like a single glazed to work on a building of this type.
It just seems, was that in discussion with, is that the applicant's wish or did you discuss
the possibility of putting double glazing for energy efficiency reasons?
Just curious.
So we had very long discussions with the applicant, hence why it's taken a while to get to committee,
regarding the use of alternative glazing or double glazing and the applicant decided that
they didn't want to move forward with that and stick with single glazing.
So it is literally like for like single glazing.

And the third question, if you could bear my attention,
in some of our villages where we have design codes,
old village plans dating back to the year,
we have issues to do with the colour of the wood.
Is there any such thing in Preston?
Or will the applicant rather be replicating the colour
as well, because colour can be quite impactful.
I mean, in Down Antley, they have a blue
that's called co -op blue. Here in Sirencester we have obviously the Bathurst, is it green or cream
or green but whatever it is and I wondered whether there's anything in Preston that dictates colour

or is it up to the applicant? There's no restrictions on colour in this particular conservation area
but the applicant is repainting them the same as what there is exactly at the moment. Thank you.

Are there any other questions? Can I just ask, we've had a somewhat similar application
in my wood where it was a listed building and on the front elevation they weren't allowed,
on the rear elevation they were allowed to use double glazing, on the front elevation
they were told to use single glazing, but there was a specification that they used a
particular type of glass which was a much more energy efficient type of glass. Is there

any discussion being had around that? I know nothing about glass. Yeah. We have
had conversations also about glazing because there's abundance of products on
the market for thermally efficient single glazed units and again the
applicant is quite happy with the traditional single glazed unit after a

To the recommendation, I'd just like to make the comment that
given that there's a huge amount of work done in the industry trying to create windows that
are double -glazed that work on Grade 2 listed buildings, and we're committed to energy efficiency
and climate emergency, etc. I would just like to make the point that it does seem a little
strange, maybe cost driven, that the applicant who's a senior

counsellor is not putting in double glazing. I just find it
strange. That's just my observation.
We had, I'm sure that Charlotte will tell us but she did she did
apply in the previous application. She puts in double
glazing at the back of her house, I understand, but wasn't
allowed to put in double glazing at the front.

But now you can get windows that are very, very welded, aren't they?
I mean, looking at offices, you'd almost be hard pushed to know they're double glazed.
They work so well.
So much work has been done in terms of developing double glazing that works as replacement windows
on listed buildings in the Cotswolds.

There's a comment that we have to determine the application is in front of us.
I take the point, I get what you're saying, but yeah obviously from an official point of view
it's a yes or it's an acceptable or unacceptable in this view we're
recommending approval as the most acceptable. Thank you.

Chair, at your discretion of course. It did look like an opportunity to see what the
current situation is in planning terms for listed buildings and double glazing because
I can remember back in the late 80s that there was a very firm view in North Brookshire,
which has almost as many listed buildings as Cotswold apparently, or so they claimed,
that they were very planning ... professionals were very much against this double glazing
because it clashed with the historic framework.
Now, the other reason I've heard it suggested that you get, and I'm sure I've seen it reports
here years ago, I think, the other problem with double glazing is you get a double reflection,
which is also incongruous or one of those other important planning words, which I do
respect, because I use them myself if I can.
So what is the current view amongst our officers as to whether those two issues can be overcome?
First of all, the clash of modern with old in double glazing, and secondly...
These are questions, we're on comments.
No, it's just taking advantage, we're going to have to sit here for a bit longer for the training.
I just thought, well, we're on the subject.

In fact, there is a thought that we will have a training on retrofit sometime later when
we've got the appropriate people to do the training.
